The quarry only mines what you would be allowed to mine: for every block it asks protection plugins and your server's build rules. Protected blocks stay.
While you're offline it only continues in columns that were allowed before.
While running, the quarry keeps its area's chunks loaded (at most 25) and resumes by itself after a restart. Stopped or finished: no chunks held.
At most 4 running quarries per player.
